Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, addressed a Letter to Mykola Azarov, Prime Minister of Ukraine, concerning the Draft State Budget for the Next Year
"The Verkhovna Rada of Ukraine Resolution of 8 July 2010 necessitates public discussion of the draft Tax Code of Ukraine, commissioning the Cabinet of Ministers of Ukraine to support this discussion and sum up the results," the letter reads.
Item 3 of this Resolution recommends that the Cabinet of Ministers of Ukraine drafts and brings forward the bill on the State Budget of Ukraine on the grounds of the Tax and the Budget Codes of Ukraine, V.Lytvyn stated.
"On 7 September, scrutinizing the issue on the results of the national discussion of the draft Tax Code of Ukraine, The Verkhovna Rada of Ukraine confirmed that the state budget for the coming year shall be formed on the new tax principles. It complies with the initiatives of V.Yanukovych, President of Ukraine, and guidelines of the Council of Regions´ sitting on 9 September 2010," the letter reads.
Therefore, the Head of the Parliament declares that the bill on the State Budget of Ukraine for 2011 can not be registered at The Verkhovna Rada of Ukraine, and is forwarded to the Cabinet of Ministers of Ukraine to be adjusted with the parliamentary resolution.
